Richmond customer service line out (Richmond Times-Dispatch)
Richmond's 311 customer service telephone line is inactive. City officials say they're working with Verizon to identify the problem and to restore the service. In the meantime, residents with questions about city services can call (804) 646-5700. Officials say two other customer service numbers aren't working either. They are (804) 646-7000 and (804) 644-3000.

WASHINGTON - A U.S. federal appeals court says the government can prohibit meat packers from testing their animals for mad cow disease. The dispute pits the Agriculture Department, which tests about one per cent of cows, against a Kansas meat packer that wants to test all its animals.
